Do I need an eTA to fly to Canada if I have dual citizenship or a Green Card?
The short answer
US lawful permanent residents (Green Card holders) have been exempt from the Canada eTA since 26 April 2022, if they carry a valid passport and proof of US permanent residence. Canadian dual citizens do not need an eTA but must enter on a Canadian passport, and American-Canadians may use either a Canadian or US passport.
Green Card holders
Canada.ca states that as of 26 April 2022, lawful permanent residents of the United States are exempt from the eTA requirement. They must carry a valid passport from their country of nationality (or an acceptable equivalent) and proof of US permanent residence, such as a valid Green Card.
Dual citizens
The eligibility page says Canadian dual citizens must enter on a Canadian passport. American-Canadians may use either a Canadian or a US passport. It says US citizens are exempt from the eTA requirement and should carry proper identification such as a valid US passport.
The page does not address dual citizens of other countries in more detail than the Canadian passport rule above.
Who does need one
Travellers from eTA-required countries who fly to Canada need an eTA and a valid passport, not a visitor visa. By land or sea they generally do not need an eTA, though a passport is still required. The page gives one exception: travellers by sea from Saint Pierre-et-Miquelon (not on cruise ships) need an eTA to board their boat.
Canada.ca says the eTA costs CAN$7 and is non-refundable. It also notes that an eTA does not guarantee entry, as a border services officer makes the final decision.
UK and EU travellers
The official pages do not list countries, so check on the official site whether your passport is eTA-required. Rules and fees change, so check the official page before you fly.
