What are the rules for bringing a pet dog or cat into the US?

The short answer

CDC says all dogs entering or returning to the US need a CDC Dog Import Form receipt. Dogs from rabies-free or low-risk countries must also appear healthy, have a microchip and be at least 6 months old. Cats must appear healthy and do not need proof of rabies vaccination.

Dogs: what CDC requires

CDC says the rules apply to all dogs, including puppies, service dogs and dogs returning to the US. The requirements depend on where the dog was vaccinated and which countries it has been in during the 6 months before entry.

High-risk countries and ports of entry

For a dog that has been in a high-risk country, the first rabies vaccine must be given on or after 12 weeks (84 days) of age. If you take a dog to a high-risk country, CDC says its first vaccine must be at least 28 days before you leave the US.

A foreign-vaccinated dog from a high-risk country can enter only at a US airport with a CDC-registered animal care facility where it has a reservation. It cannot enter at a land border. For dogs that have not been outside Canada, Mexico and the US, the receipt is valid for multiple entries for six months.

Cats

CDC says cats must appear healthy on arrival and may be inspected at ports of entry. If a cat looks ill, a vet exam at the owner's expense may be needed. Cats do not need proof of rabies vaccination, although CDC recommends it. USDA APHIS has no animal health requirements for importing a pet cat. Check state rules too.
