Can I take frozen food, seafood or fresh meat in checked luggage?

The short answer

Yes. TSA lists frozen food, and meat and seafood without liquid, as allowed in both carry-on and checked bags. If you pack them with ice or ice packs, the ice must be completely frozen when it goes through screening.

What TSA says about frozen food

TSA's Frozen Food page says frozen food is allowed in carry-on bags with special instructions, and in checked bags. Meat, seafood, vegetables and other non-liquid foods can go in either type of bag.

If you pack food with ice or ice packs in a cooler, TSA says the ice or ice packs must be completely frozen when brought through screening. Ice that has partly melted and left liquid at the bottom of the container is not permitted.

Meat and seafood

TSA's page on cooked meat, seafood and vegetables without liquid says these are permitted in carry-on and checked bags. For carry-on, it advises confirming with your airline that the item will fit in the overhead bin or under the seat.

TSA officers may ask you to separate food items from your carry-on bag so they do not obstruct the X-ray image.

Gel and ice packs

TSA's Gel Ice Packs page says frozen gel packs are allowed if frozen solid when presented for screening. If a pack is partially melted, slushy or has liquid pooled at the bottom, it must follow the liquids rules (3-1-1). Medically necessary gel ice packs in reasonable quantities are allowed even if melted or slushy, and you should tell the officer.

Limits of what these pages cover

The TSA pages read cover US checkpoint screening. They do not cover dry ice, agricultural import rules, or what customs in another country will let you bring in, and they do not mention airline cooler policies. Check your airline, and the customs rules of your destination, before packing perishable food.

The final decision at the checkpoint rests with the TSA officer. Rules change, so check the official TSA pages before you fly. The frozen food page was last updated in August 2017 according to the page itself.
